Dr. Jennifer Strong is an accomplished national expert witness serving all 50 states and the founder of Cognitive Diagnostic Associates. She provides high-level forensic analysis, records review, and testimony in IDEA matters. Boasting an illustrious background in the field, she currently serves as a Board Member and the Region IX (9) Representative for Orange County within the California Association of School Psychologists.  Furthermore, she actively mentors aspiring School Psychologists through the National Association of School Psychologists (NASP) mentorship program. She has pursued advanced post-graduate training in school neuropsychology, garnering the Diplomate distinction from the American Board of School Neuropsychology. Raised in the diverse landscape of Alaska, Jennifer’s unique perspective is enriched by her upbringing alongside her father, Dr. Larry Reynolds, a distinguished Physician in the state of Alaska who earned legislative recognition for his remarkable contributions, and her grandfather, Dr. Joe Reynolds, who served as a physician at San Quentin State Prison and later ran his own private practice. The Reynolds family also carries a proud Notre Dame tradition, with multiple relatives graduating as Fighting Irish, a legacy that underscores their strong sense of discipline, education, and purpose.

Her experience includes leading policy development for Special Circumstances Instructional Assistance and completing doctoral work focused on dyslexia policy and decision-making. She possesses a strong passion for special education case law and provides expert guidance to families navigating IEP processes.

In addition to her forensic and policy work, Dr. Strong leads the largest social media presence in the special education field, using her national platforms to expand parent awareness of IDEA rights, expert witness services, and access to Independent Educational Evaluations at public expense. Her widely viewed walking videos and advocacy content reach families across the United States, reinforcing her role as a leading national expert witness and supporting the continued growth and visibility of Cognitive Diagnostic Associates.

Beyond her professional pursuits, Jennifer finds joy in skiing, Pilates, and cooking. A devoted mother and former athlete, she actively contributes to philanthropic initiatives, including her engagement with the Newport Beach Chamber of Commerce, membership/involvement with the 11-99 Foundation, and developing “Cans 2 the Curb” with her children—a meaningful endeavor dedicated to giving back to their local school. Her work reflects a consistent commitment to service and to strengthening the communities she serves.
